Did you install cyrus imap from a precompiled package? It should be installed into the perl tree if you compile it yourself. Alternatively set the perl include path (no idea how) or use an utility like "graft" (see freshmeat) to symbolically link it there, that's what I do. (I did compile everything myself, though, including perl.) No idea about the .la problem.
