You need to not use a trash mailbox, which doesn't work terribly well with quotas in the basic implementation that doesn't account for them. Really, if clients insist on using Trash mailboxes, the UI should ask "should I just delete the message" if there isn't enough space like the Windows Recycle Bin does.
