If pop3proxyd.c isn't in the imap/ directory, you're missing files in your distribution.
Actually, there isn't a pop3proxyd in 2.2 anymore. pop3d is used both on the frontend and backend, eg, it autodetects whether or not it needs to proxy.
Check the last bullet in doc/changes.html
