But now the question is... Why don't I have sasl 2 files installed?
I have the cyrus-sasl-2.1.12. I did the configure (below) make make install (created symbolic like for the library).
But saslpasswd2 and sasldblistuse binaries are nowhere to be found.

It looks like you're setting up users for the old version of Sasl 1.x. If you're actually using a 2.x version, you must use the version 2
commands--saslpasswd2, etc... This creates the sasldb2 file instead of
the sasldb file.
I'd also double check to make sure the sasldb2 file is owned by cyrus.
