spaces in folder names

I want to use deliver to send mail to a user's folder where the folder has a space in it. I've tried several variations on:

deliver -a jrowell -m "user.jrowell.test folder" < message

but I always end up with "Bad protocol". Ideas?

Messages to mailboxes without spaces in them work fine.
