Well, for one, IMAP commands don't have to correspond to an implementation. But, Cyrus does as you ask (it uses hard links when it processes a COPY command, provided the two mailboxes are on the same partition). The "problem" is that the message is still charged against the user's quota (which cyrus maintains, and not the filesystem) twice.
