Which version of cyrus are you using? And why do you say that the problem is with cyrus-sasl? ctl_mboxlist is using cyrus-imapd mailbox database.
You can try to kill ctl_mboxlist, then go to /usr/cyrus/bin do su cyrus and run ./ctl_cyrusdb -r. I guess in older versions it was ctl_mboxlist -r but I am not sure.
