I said that we'd scan the SMTP path in the Received: headers for IPs, test each IP to see if it is an open relay, and report any open relays that exist to ORDB. This is not a spam report. ORDB simply keeps a list of what SMTP servers are open relays. Keeping it up to date and as complete as possible is a Good Idea.
We already do this, however we currently do it for all mail, not just undeliverable mail. This proposed tweak merely makes the process more efficient.
