Well, we've tried telnetting to port 2000 where we have sieve defined in etc/services, and it is definitely running. Also from watching other threads on the list I also checked to make sure it was only in the cyrus.conf and not in xinetd. Is there any chance that installsieve may be trying to use a different auth method than what cyrus is, and if so, how would one check this? The installsieve script we are using does not seem to recognize the -m option to set auth method. This may not be what's generating the massages, but figured it was worth a shot.

If the Sieve service is disabled, you can probably see messages to this effect in Cyrus' startup messages in one of the syslogs as well as an explanation why.
