For 2000+ users I would suggest 1997 as your suggested size for passwd, 
check nscd -g for group and hosts. If you are getting a lot of misses on 
negative entries try increasing the negative time out.

It's hard to tell a lot from a single snapshot like this but your mail 
server didn't look particularly overloaded just then. It would be 
interesting to look at what happened 15 minutes earlier.
