This can be achieved with your sendmail setup (sending email is handled by your mta, not your imap/pop server). I have just set up a similar block for an account that has sent one of our users thousands of sircam infected messages over the past few months.
Enable the access DB feature if not already in use. Add any email addresses that you want to block with lines such as [EMAIL PROTECTED] REJECT REJECT can be replaced with a message such as "you cannot send mail until you clean up your system" - but how many users read error messages. When setting up the access file make sure that you have any other appropriate settings for allowing relaying that is appropriate at your site. the cf/README file has some good info on how to implement access files.
