What version of Cyrus are you using? The HOWTO is for v1.6.x of Cyrus, while
the latest versions (v2.x) require different installation steps.
If you are running v2.x follow the instructions of the doc/ folder of the
distribution, rather than the HOWTO.
I hope to liase with the HOWTO author shortly to see if we can resolve this
as part of the Cyrus Documentation Project, since it is a frequent cause of
confusion.
