It was actually when I didn't specify the --auth flag.

cyradm --user admin localhost

If i specified the --auth flag incorrectly, say with an incorrect auth
mechanism it would not allow me to go any further, if I specified the
auth type correctly it worked fine, only when I left out the auth type
did it spin out of control, and eventually perl would dump.
