Yes, it would.

Actually, I am pretty set on procmail.  I have a working knowledge of
it and plenty of resources for question, and I am in the midst of
learning too many other things to try to add sieve.  I know it's
already there, but . . . 

Maybe if there were a way to at least run my procmail recipes through
a converter I could reconsider it.
