   We have written our own e-mail client, and would like to obtain a user's
   quota from the server. Unfortunately,
   the Cyrus IMAP server only allows a GETQUOTA if the user is an admin user. I
   read the Quota Extension RFC
   and this seems overly restrictive.

   Or am I missing something obvious?

You want to use the GETQUOTAROOT command.
