Deliver -IS- an LMTP client. It's only reason for continued
existance is to provide an LMTP client for installations that
don't directly support LMTP.

Check your cyrus.conf file and make sure that you have at least
one of the lmtpd servers activated - deliver needs someone to
talk to...
