Thanks for your advice - I was not doing a 'make depend' before a make.
Advice off-list (thanks Todd & Steven!) has pointed out that I am reinventing
the wheel here anyway, since RedHat have an SRPM in the current Powertools.
So I'll spend some time on that now. ;-)
