I also am at a loss.  I had it working at a previous site, but can't for
the life of me get it to work here, unless I just use cyrus for
mailbox_transport without lmtp.  Odd that I get no errors of any kind in
logfiles.

Yes, /usr/sieve is indeed owned by cyrus.
