If the # of users you need to do this for is small, you have a couple
options.

Fetchmail configured to pop3 the mail from the old server, spawning off
sendmail [or even cyrus's deliver] as the delivery agent

or procmail's formail, reading /var/mail/username and spawning (sendmail
or deliver) once per message
