Not if you already have ssh installed.
And if you don't, well, gosh, to use WinCVS, you have to *gasp* install all
kinds of complicated software outside of CVS! Oh no! We can't have that!
The user will NEVER get it right! We'd best only let them use cvs from the
command line!
But, wait! To do THAT, they have to install all kinds of complicated
software outside of the operating system. The users are too stupid to get
that right. We can't let them do that. So, never mind, we won't let them
do anything!
Of course, if they already had that complicated piece of software
installed, then we would still have to install build tools, and test tools,
and everything else a developer would need.
Honestly, if someone can't set up ssh, they shouldn't be doing software
development.
