loginfo is run by the server.  Either you've misdiagnosed the symptoms,
or you're not really using pserver.  (Note that once you've checked out
a directory, CVS uses what's in CVS/Root rather than $CVSROOT, so you
can't change access methods just by changing $CVSROOT.)
