Endolith, this is a very old bug and you should at least mention your platform, OS version, hugin version when you ask for help. The mailing list usually is a good place to ask questions like this.
The Optimiser tab is only available when you switch it on here: "Photos" tab (main window, not the fast preview) -> Optimise -> Geometric: choose "Custom parameters" in the drop down list. In hugin 2013.0.0 the tabs for Optimizer and Exposure are not shown in the GUI. Additionally they are greyed out in the View menu. Luckily i still have the installer for 2012.0.0... I've googled for "greyed out" "optimiser" and "exposure" and at least found one post in a digital photography forum where this problem is mentioned too. So i'm not the only one...
