How did you obtain ht://Dig? The standard source packages all include a contrib directory within the directory that is created when you unpack the package. As advertised, there is a scriptname directory under contrib in every version that I have looked at. If you are working with some sort of pre-installed or binary distribution, your best bet is probably to just download a source package from the ht://Dig website.
