Yes ... it is correct. I think there's a problem with base tag URL constuction. I've inspected the code and I saw a possible bug (I am not sure about it though - I need more time) In the meanwhile, if it is not a problem for you, can you please use the bug reporting system and post your problem? (from here: http://www.htdig.org/bugs.html).
