OpenStreetMap can be done by anyone. The suggested tagging scheme for places

Dear Hot members, AmeriCares would like to manually add 100 town names from La
Libertad, El Salvador into open street map. We have a lat / long for each
town but do not yet have boundary information. Do you want us to proceed in
adding the towns directly into OSM as a point? IHow would you want us to tag?
