oh yeah, how do we reflect simple re-designation, e.g. re-routing of
a numbered highway. a representation of the physical roads is in OSM,
but to reflect the older designations either means duplicating the way
and node data, or else just creating relations in OSM with start/end
dates, which will be prone to breakage by mappers who are unaware that
such data is being maintained.
