I have resolved this.

The problem appears to be that the data carries OSM identification for node/way/etc numbers .. and they are not comparable with OHM numbers..

Somewhat tedious work around. Export the OSM data as a gpx file.
Then import the gpx file - convert it to a data layer or OHM.
then copy the OSM tags across to the OHM layer.

Ensure that start and end dates are in the OHM layer.
Remove disused: abandoned: etc life cycle tags from the OHM layer.
Then save the OHM layer to ohm.

Note the 0.6 does not appear in my connection preference yet that looks to be what JOSM is using.
