Kyle, You may also want to take a look at http://star-tides.net they are about finding things that can be deployed to disasters, etc., and left there because of their low cost. They also have things that aid workers can bring to help their own work. As a bonus, there's also the "why don't we show the military how to do all this" - use them for humanitarian purposes instead of just combat.
