Hello James,
lower your ASCII IDN representation before you convert it with
IDNA.ToUnicode(strASCII) and it will work.
I will update the code and lower the ASCII string automatically.
Can you confirm if this works for you?

I use your latest "GNU Libidn" api version, I find a bug.
I use the "C#" dll in vs.net.
I want to decode Punycode to Chinese, it appears over flow.
the test case: "xn--4qRx0Q8oU" --> "就玩吧"
If your fix this bug, please tell me.
