I was able to do more debugging this weekend and got my application to work with the new firmware. It looks like the 2013 firmware had an frequency offset of about 5khz and the 2014 firmware had an offset of about -14khz. I am not sure what would cause the offset to change, but reverting the firmware would revert the frequency offset.
