I have made several of the overskirts but in terms of bang for buck (and effort), the Bustle Apron Overskirt is probably the best option.

I have only tried the 1871 day bodice, the 1870s tie-apron overskirt, the 1870s Blouse Waist, and the 1870s Underskirt. The day bodice went together very quickly for me and gave a good result. The skirts did as well. As for the blouse waist, don't try to make it up in a heavy fabric--it's not meant for that (and the result looked kind of weird).
