search for *gtk css properties* and gtk* css overview* and you will find the general stuff. these are also in the installed documentation with the lib.
then if you think there are gaps there, chances are it will be documented for CSS generally and not specific to GTK. individual widgets are not the place for general info on how to use CSS, so that's why you don't see that stuff there.
