All the 2.9x.x releases of gtkmm are unstable releases somewhere between
gtkmm 2 and gtkmm3. I would not recommend trying to build any of them.
To have a chance of success, you must find and use a compatible version
of gtk+. Which version of gtk+ did you use? Why did you choose gtkmm 2.99.8?
