Sorry, but I don't understand what you want to do.
https://bugzilla.gnome.org/show_bug.cgi?id=329281 is a libxml++ bug.
It's not related to gtkmm. It's a suggestion for a fairly simple
enhancement of libxml++. There's not much you can do with that bug. I
have suggested a fix, but I don't know if anyone is interested any more.
The bug was filed 8 years ago.
If you want to work with gtkmm, you should start by reading at least
some parts of the gtkmm tutorial at
https://developer.gnome.org/gtkmm-tutorial/stable/.
