Maybe the library that you need is not packaged by your distribution.
Use your package manager to find out which package provides the files
you need, or since you mentioned Ubuntu you can use their web site [1].
If you need the library and your distribution does not ship it, then you
will have to build it yourself from source or find a third-party
distributor.
