As soon as I can find something on how to actually notarize a framework. I
see this which is fairly obvious about an app:

This seems to indicate it's only for full fledged apps as well:

There are some apps in the sdk itself, but for the framework I'm not sure
if this is the route to go or if each developer will have to submit the
framework built into their own app (which may be the case here).

Have you tried submitting an app to the notary with the framework built in
and run into any issues?
