I believe Heirloom troff has its own bug tracker.  I don't know
whether anyone is maintaining Heirloom troff anymore, but even if not,
opening a bug report will keep it visible if someone ever does take up
maintenance, whereas reporting it only here will all but ensure it
gets forgotten.
