I get that message, too, at the top of the bug-list page whenever I post a comment on a groff bug report. (See attached screenshot.) It's not logged anywhere that I know of, so I can't tell if any particular ticket or comment was the origin. Since it's never had any effect I could discern, I've learned to ignore it -- so I can't even say now whether it happens with some or all comments.
