Hi Robert, The ANNOUNCE file is there to collect all the info that will accompany the rc2 release (or, more generally, whatever will be groff's next release). ANNOUNCE itself, along with rc2, has not yet been released; it exists only in groff's git repository. Branden mentioned recently that there are still some four bugs to resolve before rc2 can be considered ready. It'll be prominently announced here when it happens -- probably with the text of that file you're looking at.
