Not so much incorrect as nonexistent, a problem that isn't specific to the Times family. It's an effect of groff's inability to specify kern pairs between characters of different fonts (either in font files or within a document). This limitation seems to be undocumented, which savannah bug #44715 (http://savannah.gnu.org/bugs/?44715) seeks to remedy.
