I was using 1.22.3 which is reasonably up-to-date. I should have thought of that but it did not occur to me that something as fundamental as my own problem would be buggy.
It appears that it has been fixed between 1.22.3 and 1.22.4. The latter has a date stamp of 2018 while the former is 2015.
So, you are correct, it has been a bug which has been around for a VERY long time and was only fixed 2 years ago. Scary.
