Can't speak to -ms in particular, but groff's info manual documents a general way to do this under the .em request. It's a bit of a hack. http://savannah.gnu.org/bugs/?55124 proposes a modification that would provide a cleaner mechanism. Feel free to comment in that bug report with arguments for or against the proposal, or with counterproposals.
