True, but it's odd that there should be rounding in the ps device at
all, given that the device has a much finer granularity than 1/10 of
an inch (2.54 mm to the civilized world).

Do you have ready access to a non-groff roff on which you can run this
test and see if it gives the same result?  If not, I've been meaning
for a while to try out Heirloom troff anyway, so this might be a good
excuse to finally install it.
