Just don't do that. Instead, simply say
mandoc -Thtml rtpdump.1 > rtpdump.html
Even in cases where you do not hit outright bugs, converting
mdoc(7) to HTML with groff loses all the semantic information,
so debugging it isn't worth the effort.
