https://www.gnu.org/software/groff/ says GNU troff (groff) — a GNU project Groff (GNU troff) is a typesetting system... It does not mention "roff". There is no "GNU roff" project; it's the GNU groff project. Smells of retronym by the writer of history. :-) I think all "GNU roff" mentions in groff's source are plain wrong.
