[Groff] Applying commands to all pages

So I decided to experiment a little with my own macro package. A problem 
I am having right now is how to make commands, such as ".sp x" to set 
the top margin, apply to all pages, not just the first one. I'm 
completely lost and would appreciate any help with solving this problem.
