compared to TeX Heirloom's paragraph formatting is unacceptable and will 
change.  It is likely that parameters of the new behavior will be adjustable 
(since it depends on the typographs taste and the actual document, what is 
best), even the algorithm will be selectable (so e.g. current TeX's behaviour 
may be choosed).

To keep such configuration reasonable it is possible that current Heirloom 
behavior will not be available any more.  Existing documents will therefor be 
rendered slightly different.  I don't see a problem with that since different 
means better.  The question is if someone has existing documents for which it 
is required that rendering keeps exactly the same with future versions of 
Heirloom?

(Nethertheless it is always possible to add a request which reintroduces the 
current behavior if someone notices problems later.)
