You're right about this and I was wrong.  I'd never realized
this is something also allowed by AT&T [nt]roff because it's a
feature I never use myself.  But it's documented in the User's
guide since at least 1979, and the oldest nroff version I have
access to (nroff on VAX ULTRIX 4.5) does indeed support it.
