I added REFER_GROGDIR_DEFAULT to m4/groff.m4 and run `autoreconf -fi -I m4'
in the source files.  But the refer data directory is still not yet built.
Then I also changed configure.ac - no success.

It looks now that I have everything for refer_dir as there is in grog_dir
and related information.
