Maybe you could do on current page:

.rn PT pT
.rn BT bT
.de pT
.  rn pT PT
..
.de bT
.  rn bT BT
..

When the header/footer shuold be printed just the renaming will be done.  So 
the next page should not have header/footer.  On the following page they will 
be there again.

This assumes that .PT an .BT are used to print header/footer and is not 
tested...
